It is a roast note from the early part of the curve

Malt appears as starches break down and before sugars have browned into caramel, which places it at the lighter end of the useful range: light to medium. A roaster describing a coffee as malty is usually telling you the roast was kept short and sweet rather than pushed.

Malty and underdeveloped are neighbours

Worth knowing, because they are not the same thing. A well-judged light roast tastes of biscuit and honey with real sweetness. A roast stopped too early tastes of raw cereal and grass, sharp and hollow, and no brewing adjustment fixes it.
